Julio Velázquez was born in Salamanca on 5 October 1981 and began coaching youth teams in his home town at fifteen. His first senior post came in 2004 with AD Peña Respuela in the regional leagues, and he reached the national divisions in 2010–11 with Polideportivo Ejido in Segunda División B.

At Villarreal he took charge of the C team and then, on 24 December 2011, of the reserves — becoming, at 30 years and two months, the youngest person ever to coach a club in the Segunda División. He was promoted to the first team in June 2012 after the club's relegation from La Liga. Spells at Real Murcia, Real Betis, Belenenses in Portugal and AD Alcorcón followed; at Alcorcón he steered the side clear of relegation and knocked Espanyol out of the Copa del Rey.

He has since coached Udinese in Italy's Serie A (2018), Vitória de Setúbal and Marítimo in Portugal, Alavés in La Liga and Fortuna Sittard in the Dutch Eredivisie, and now manages Levski Sofia in the Bulgarian First League.
