Ángel Javier Velásquez Quesquén
Javier Velásquez Quesquén was born on 12 March 1960 and raised in Lambayeque. He graduated in law from the National University Pedro Ruiz Gallo in 1987, later took a master's in constitutional law at the Pontifical Catholic University of Peru, headed the public registry of the north-eastern Marañón region in 1991–92 and has taught constitutional law at universities in Chiclayo and Lima.
A member of the Peruvian Aprista Party from his youth, he was secretary general of its Lambayeque base (1992–94), was first elected to Congress in 1995 and, after losing his seat in 2000, returned in 2001 and was re-elected in 2006 and 2011, serving until 2019. He presided over Congress in the 2008–09 legislature and was then appointed Alan García's third Prime Minister, holding the post until late 2010. He sought APRA's presidential nomination for the 2026 election.
